How do i write a problem definition "statement"?

On high-school dropouts, my group has some "solutions" and "causes", and i have to write the problem def...so far i have this... ***High schools in the Chicago Public Schools system have been experiencing a dropout rate that over the years has vastly arisen. These rates have various factors ranging from domestic problems (whether they are money related or family disputes) or trouble learning material being taught to local gang involvement. *** Please and Thank You so much ; ) ^_^
